I recommend a simple 2 stage approach. One, where we evaluate the processes and develop the improvement agenda. Two, implementation of the improvement agenda and focus on benefits realization

Let me handle the tender proces to enable comparison of different service providers on equal terms.  I write the SLA, help you qualify the service providers, give you advice on the service contract and project manage the transistion from in house operation to outsorced go live.

Change is strategy execution or compliance.
